Not broadband, but definitely energy efficient, rural and low cost : the OpenBTS project. The Emerging Communications interviews of the project leader David Burgess provides a nice detailed summary of the project : http://bit.ly/ZMxP. Based on GNUradio with Asterisk, OpenBTS is a very exciting project for a free implementation of GSM with VOIP backhaul http://bit.ly/7ibWQ. David Burgess seems to be looking for ways to promote his project and find funding for further development, so contacting it might be worth a shot.
